CityProtect

Within the CITYProtect Project, the advanced technological support was made for:

  • observing the evolution of environmental parameters involved in the production of floods correlated with the technical condition of the defense infrastructure by online acquisition of field data and intuitive presentation of information on diagrams and digital map of the high risk area to natural disaster (hazard maps)
  • forecasting and assessing the risk of flooding in a pilot area through modeling techniques, simulation and real data processing, based on advanced IT technologies and scientific research
  • warning of the factors of responsibility and of the population in real time
  • generating reports, alerts and highlighting the results on the digital map (risk map).

An intelligent decision support solution has been developed that evaluates in real time the environmental parameters correlated with the technical state of the infrastructure for flood risk management based on technologies advanced (automatic field data acquisition systems, wireless communications, relational database systems, integrated environments for analysis of historical data masses - Business Intelligence, forecasting modeling technologies, GIS environments, mobile devices for coordinating operational activities) and which offered complex monitoring and control services.

This decision support is based on studies and research that have been carried out in the field and in the laboratory:

  • efficient operation of water flow regulation works (lakes, rivers) located in the vicinity of urban agglomerations
  • creating models to effectively assess flood risk and the optimal mode of exploitation of these works, based on some forecasted hydrometeorological information
  • anticipated simulation of the formation and transit through the defense works of possible floods
  • flood risk assessment by modeling and proposing measures real-time defense
  • optimization of the urban sewerage system in order to reduce flood vulnerabilities
  • flood hydrograph assessment (calculation rains)
  • flood risk assessment of a pilot urban area with a capacity of insufficient discharge through the sewer network
  • establishing the risk and hazard maps of the studied area

Following the technical-economic analyzes between the specialists participating in this project, the pilot area was established as Lacul Morii - NH Operetta (Natiunile Unite) - NH Glina (Popesti Leordeni).

The flood risk management solution, as it was developed in within this project, integrates:

  • Subsystem purchases online parameters in locations relevant to pilot area
  • Wireless data transmission (GPRS) subsystem - which will ensure transmission of data packets from field concentrators to the Data Server installed at the Monitoring Center and Control
  • Monitoring and Control Center - which will host the IT system decisional support for flood risk management in the pilot area (web solution, with service-based architecture). It ensures the storage, data processing, automatic alerting of decision makers in situations of exceeding the warning quotas on the danger of floods. The interpretation of the environmental parameters received online is based on modeling algorithms.
