Objectives

Global climate change is a priority of the European Strategy for Sustainable Development, and Romania has made firm commitments in order to meet the conditions for accession to the European Union.

Currently, the legislative package on disaster prevention and reduction has been adopted in Romania. It's needed now of concrete and efficient action, well coordinated according to a national strategy.
The national flood risk management strategy represents the framework of the actions that must be undertaken by all the competent factors that can contribute to the flood risk management.
According to European requirements, environmental protection must be addressed in the context of sustainable development (identification of the causes of natural disasters, effective prevention actions, global approach to the effects with consequences on socio-economic development in the medium and long term).
Flood risk management means the application of policies, practical procedures having as objectives risk identification, analysis and evaluation, monitoring, development of solutions to reduce them.
The CITYProtect project aims to contribute to this national effort by providing intelligent decision support that will assess in real time the environmental parameters correlated with the technical state of the infrastructure for flood risk management in urban sprawl based on advanced technologies and provide S&T services monitoring and control complexes.
The project will develop integrated solutions for interactive flood risk study for a vulnerable area of ​​Bucharest, based on research on the efficient operation of works to regulate water flows adjacent to the capital to optimize the sewerage system.
The project aims at the following scientific and technical objectives:

  • determining the needs for monitoring, evaluation of environmental parameters in an urban area, subject to risk floods, environmental policy requirements in the context of European integration and the capacity of advanced technologies in intelligent risk management
  • development of a technological platform for real-time data acquisition, decision analysis - support for on-line monitoring of environmental parameters and intelligent flood risk management
  • realization of the GIS analysis support (hazard map and risk map of the studied area)
  • providing flood risk management services
  • operational information, real-time information of decision makers and the population on fixed and mobile access devices
  • making probabilistic models for modeling flood simulation
  • elaborarea unei solutii de prognoza evaluare a riscului la inundatii, in zone si intervale temporare determinate
  • elaboration of a flood risk assessment forecast solution, in determined areas and temporary intervals
  • simulation of the exploitation at high waters of the accumulation lakes located in waterfalls
  • elaboration of solutions for efficient exploitation of accumulation lakes for safe operation
  • elaboration of optimization solutions for sewerage networks in urban areas at risk of floods based on: source water control, local climate, sizing of sewer collectors, soil erosion, rainwater characteristics, maintenance costs, physical and environmental factors, local or regional control elements, inventory of control elements (swampy areas, buffer filters, infiltration and percolation trenches, retention basins, wet basins, sand filters, grease separators)
